It’s a human right whilst incarcerated in safe surrounding, this sadly is not the case in La Joya.

The penitentiary system allowed Panamanians to gain access into the international wing of the prison. Once in, the tattoo artists had rich pickings, this practice was putting prisoners in extreme danger of HIV, and other diseases, because of corrupt guards allowing Panamanians free access. The tools used were not sterilized, cross contamination did take place and yet still this practice goes on to this day because of poor governance by this administration.

Cross contamination of needles is a major issue when it comes to Aides.
